SLPM — Minimum Qualifications, Fees & Terms
A separate rental application must be submitted by each resident over the age of 18. A copy of a valid ID and proof of income are required with every application.
Good news: We accept Section 8 vouchers for all rentals.
Minimum Qualifications
Income
- Household gross income must be 3× monthly rent (2.5× for multi-unit properties in Oakland).
- All income must be verifiable, stable, and consistent. We rely on provided documentation to determine consistency.
- If the income requirement is not met, a Guarantor is required.
Credit Score
- Applicants must have a combined weighted credit score of 670+ (630+ for multi-unit properties in Oakland).
- If the credit score requirement is not met, a Guarantor is required.
Rental History
- Provide 3 years of positive, verifiable rental history.
- If unmet, a Guarantor is required.
Employment
- Show 2 years of employment in the same field or company (include documentation for multiple jobs if applicable).
- If unmet, a Guarantor is required.
Evictions & Delinquencies
- Any unlawful detainer action or eviction found during our investigation will result in an immediate denial.
- Delinquent amounts or collections totaling in excess of $1,000 are subject to denial.
Housing Subsidy / Voucher Requirements
- Source of Income: If you have a government rent subsidy (e.g., Section 8), we will consider verifiable alternative evidence (government benefit payments, pay records, and bank statements) in lieu of credit criteria.
- Housing Voucher: If applicable, your voucher must be valid for the size and type of unit being applied for, as determined by the issuing housing authority.
Guarantor Requirements
- If your application requires a guarantor, they must meet all other minimum qualifications for the home, and their gross income must be 4× the rent.
Final Disclosure: Failure to meet all minimum requirements, and/or failure to provide a qualified Guarantor when required, will result in denial of the application.

By authorizing the Application Screening Fee, you agree to the following process and conditions:
The First-Qualified Process
- We review all complete applications in the exact order they are received. The first applicant who fully meets SLPM Tenant Qualifications will be offered the unit.
Fee Purpose & Timing
- The fee covers actual screening costs (credit/background reports and agent time).
- We only charge/process the fee when your application is being processed.
- The online application is not submitted until fee authorization is complete.
Refund Rules
- Retained Fee: If your application is reviewed but denied for failing to meet our Minimum Qualifications, the fee is non-refundable.
- Refunds: If your application is not reviewed (because a previous applicant was approved), your fee will not be processed. If it was collected inadvertently, we will issue a full refund within 7 days.
- Credit Report: If your fee is processed, we will automatically provide a copy of your consumer credit report within 7 days of receipt (delivery, mail, or email).
- Accuracy: Falsified information results in automatic denial. If discovered during screening, the fee will be retained to cover processing costs.
Holding
- If your application is approved by SLPM, you will have 3 business days from approval to submit a holding deposit.
- If you have not viewed the interior, you must do so prior to placing a holding deposit.
Criminal Activity
- Contact the local police departments or agencies to obtain information on criminal activity. Do not rely on information provided by SLPM.
Summary: I have read, understood, and agree to the requirements for renting with SLPM. I also understand that there may be other applicants for the property and that it may be offered to a previously submitted and qualified applicant before my own application is approved.
